Pinellas County Ultra-Low
Flush Toilet Program: Viewtech
implemented Pinellas County’s ultra low flow
toilet rebate program in August 2001
utilizing our proprietary web-based rebate
system – Viewtech Rebate System (“VRS”) – to
track program applications and on-site
verifications, issue rebate checks, and
generate reports. VRS is a state-of-the art
Web-based Extranet system geared to customer
service and security. Rebates are
offered to single-family, multi-family, and
commercial customers to save water and to
offer a service that helps the County as
well as the customer. Viewtech
provides free curbside pickup of old
toilets. Viewtech administers all facets of
the toilet rebate program from verifying
customer eligibility to issuing the rebate
checks. Approximately 39,000 toilets
have been replaced, totaling over $1.7
million in rebates issued. |

Los
Angeles Department of Water and Power
Consumer Rebate Program: Viewtech was awarded LADWP’s first
Consumer Rebate Program designed to promote the purchase and installation
of energy-efficient products. Over fourteen different measures were
available each with varying rebate amounts. In addition to rebate
processing, call center staffing, Viewtech also facilitated the inspection
process for LADWP personnel. Average rebate volume is about 450 rebates
per week. In the first phase of the program (3 months) over 5,000 rebates
were issued approximately $650,000. For the second phase of the program
(2003) 19,400 rebate checks were issued totaling over $2.3 million. |

City of Tampa Water
Efficiency Improvement Plan Rebate Program:
The City of Tampa implemented the ULF
toilet rebate program in 1994. The
rebates are offered to single family,
multi-family and commercial customers in
several phases to promote utility bill
savings, increase awareness of water
resource problems and gain public support
for this and other important water
conservation programs sponsored by the City
of Tampa. Viewtech administers all
facets of the ultra-low flow toilet rebate
program from verifying customer eligibility
to issuing the rebate checks for the City of
Tampa. Approximately 20,000 toilet rebates
have been issued to date. |

City of Tampa Sensible
Sprinkling Irrigation Evaluation and Rebate
Pilot Program: Viewtech was
recently awarded the contract to administer
an irrigation rebate program for the City of
Tampa. Viewtech will process the
rebates using its own funds. |

City of St. Petersburg
Toilet Rebate Project: Viewtech
implemented the City of St. Petersburg ULF
toilet rebate program and water audit
project in 1997. The ultra-low flow toilet
rebate program is offered to single family,
multi-family and commercial customers.
Viewtech promoted the rebate program's water
savings associated with the replacement of
high flow toilets with up to two 1.6 gallon
per flush ultra-low flow toilets per
residence/unit. Viewtech administers
all facets of the rebate program and has
processed over 23,000 rebates so far. |

Hillsborough County,
Florida Ultra-Low Flush Toilet Rebate
Program: This rebate program was
implemented in 1995 by Viewtech. With Freddy
the Frog as official mascot, Hillsborough
County offers rebates to single family,
multi-family and commercial customers to
save water and to offer a service that helps
the County as well as the customer. Viewtech
administers the entire toilet rebate program
process from verifying customer eligibility
to issuing rebate checks.. Over 2,000 toilet
rebates were issued in the first month of
the program. Another 70,000 rebates
have been issued to date for a total of
approximately $8 million. |

American Water Works
Service Company High Efficiency Washer
Rebate Program: Viewtech processed
rebates for high-efficiency clothes washers
in American Water California and New Mexico
service areas. Approximately 300
rebates for $30,000 have been issued to
date. |

Municipal Water District of Orange County
Ultra-Low Flush Toilet and High Efficiency Washer Rebate Program:
Viewtech has processed over 40,000 rebates ($3.5 million) for over 31
participating member agencies under MWDOC’s rebate program. Three tiers of
rebates were available based on the member agency to which the customer
belongs. |

Southern California Gas Company Home
Efficiency Rebate Program: Viewtech
assisted Southern California Gas Company in
processing a backlog of rebate applications.
In less than two weeks, Viewtech completed
the processing of approximately 3,000 rebate
applications (over $230,000). Viewtech
conducted initial quality control checks,
researched inconsistent measures, contacted
customers for missing information, performed
the data entry, and issued checks. In
addition, Viewtech was able to quickly
modify its existing rebate database design
to accommodate the Southern California Gas
Company application, capturing all data
fields and having the necessary reports
available. |

City of
San Diego Ultra-Low Flush Toilet Rebate
Program: This highly successful program
provided incentives ($15 million) for the
installation of over 156,000 ULFTs in five
years. The data Viewtech compiled for
this program is regarded as some of the best
water conservation data available anywhere,
and has been used in a number of statewide
studies. Many of the innovations
developed for this program, by Viewtech in
cooperation with the City, have become
industry standards. |

Sunnyvale, California Ultra-Low Flush Toilet
Rebate Program: Viewtech performed all
administrative, marketing, information and
processing services for the rebate program.
These services included issuing a monthly
rebate recipient list to the Santa Clara
Valley Water District for rebate payment.
To date over 3,000 rebates have been issued. |

Clara Valley Water District Hi-Efficiency
Washer Rebate Program: Viewtech was
recently awarded a contract to process
washer rebate checks on behalf of Santa
Clara Valley Water District and 11 of its
participating member agencies. |

Los
Angeles Department of Water and Power
Ultra-Low Flush Toilet Rebate Program:
The Department first awarded its ULFT Rebate
Program to Viewtech in early 1996. As
a result of Viewtech exceeding the
Department’s goals and expectations of
issuing over 8,000 ULFT rebates initially,
the Department proceeded with incorporating
the Washer Rebate Program into the existing
contract with an original goal of 500 washer
rebates. That goal was exceeded within
the first eight weeks of commencing the
program. Viewtech was subsequently
awarded the Ordinance Compliance Program as
a direct result of our contract performance
and service to the Department and its
customers. Viewtech processed more than
56,000 rebates for this program, totaling
over $4 million. |

New York City Toilet
Rebate Program: Viewtech issued rebates
for 1.25 million fixtures on behalf of the
City during this three-year, $268 million
program to promote retrofit installation of
1.6 gallon flush toilets. The program was
subsequently extended. Viewtech
developed an automatic voice system to
respond to telephone inquiries in English
and Spanish, and created a Customer
Information System comprised of over 1
million records using a client-server
technology in Oracle, Powerbuilder with
Microsoft Windows workstations.
Viewtech staff answered customer inquiries,
distributed and processed rebate
applications, verified installations and
issued rebate checks. Viewtech
coordinated program promotion with bilingual
radio and print advertising, posters and
community outreach. Viewtech issued over
336,000 rebates totaling more than $76
million. |

Hi-Efficiency Washer Rebate Program: Viewtech processed washer rebate checks for
SDG&E in conjunction with the San Diego
County Water Authority. Over 7,000
rebate checks have been issued. |
